ABSTRACT
This protocol provides practical, step-by-step guidance for customs and enforcement officers inspecting shark and ray fin shipments to support the implementation and enforcement of regulations related to the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES). It outlines a standardized approach to reviewing trade documentation, conducting visual inspections, identifying species, and determining when genetic testing is necessary. The protocol also provides guidance on representative sampling, selecting appropriate DNA identification methods, and maintaining evidence and chain-of-custody records. Designed for use in importing, transit, and re-export countries, the protocol applies to dried, frozen, and processed fins, including mixed shipments and fin trimmings. It complements existing fin identification guides and national enforcement procedures, helping authorities detect trade violations and collect evidence to support enforcement actions.
